APPELLO EUROPEO AI MOVIMENTI PER LA DIFESA DEI TERRITORI, LA GIUSTIZIA AMBIENTALE E LA DEMOCRAZIA
Venezia è, da oltre mille anni, città simbolo dell’equilibrio tra uomo e natura, la sua magia origina e vive nella e della straordinaria compenetrazione di artificio e natura, pietra e acqua, città e Laguna.
Questo fragile equilibrio è seriamente minacciato dalla macchina del turismo di massa, di cui le grandi navi da crociera sono una delle peggiori espressioni: navi fuori scala, inquinanti, pericolose per l’incolumità di una città patrimonio Unesco, simboli galleggianti dell’arroganza delle multinazionali e della corruzione di una classe politica piegata alla difesa dei profitti privati a scapito del bene comune.
Ma Venezia è viva, contrariamente a ciò che vorrebbero le compagnie croceristiche, il ministro dei trasporti Del Rio, l’autorità portuale e il sindaco Brugnaro.
Da molti anni la città, grazie al Comitato No Grandi Navi, combatte contro il passaggio nella Laguna -e si sottolinea nella Laguna- di questi mostri e contro l’ipotesi di scavo in questa di nuovi canali (immaginate la costruzione di un’autostrada in una riserva naturale).
Il caos istituzionale è totale! In questi ultimi anni sono stati presentati diversi progetti che il Comitato ha contrastato in tutti i modi e che sono stati bocciati dalla commissione VIA (Valutazione Impatto Ambientale). Nonostante questo il ministro dei trasporti, l’autorità portuale e il sindaco insistono nella presentazione di due progetti, ipotesi assurde e devastanti volte a mantenere le grandi navi da crociera dentro la Laguna: il progetto del Canale Vittorio Emanuele che prevede di scavare fino a raddoppiare larghezza e profondità di un vecchio canale del 1925 -abbandonato da più di 30 anni- per far arrivare le navi da crociera, ancora una volta, all’interno della città, ed il progetto di nuovi approdi per le grandi navi da crociera nell’area industriale di Porto Marghera. V’è poi l’ipotesi di una soluzione mista tra le due sopra descritte.
Ambedue i progetti comporterebbero lo scavo di oltre sei milioni di metri cubi di fanghi inquinati ed inquinanti, il rischio di incidenti chimici con il passaggio delle navi da crociera in zone (l’area industriale di Porto Marghera) sottoposte ai piani di Protezione Civile e alle Direttive Seveso.
Ambedue i progetti interferiscono in maniera negativa con le attività produttive e le attività portuali commerciali presenti a Porto Marghera e nel Canale Malamocco –Marghera.
Ambedue i progetti erano stati presentati in passato e furono travolti da una marea di pareri tecnici negativi da parte di diversi enti ed istituzioni.
Ambedue i progetti innescheranno nuovi effetti devastanti nel delicatissimo ecosistema lagunare.
Il comitato si opporrà con tutte le sue forze a queste ennesime vergogne e come sempre dirà: fuori le grandi navi da crociera dalla Laguna!!
La nostra Laguna è stata già coinvolta in un’altra grande opera inutile e devastante che, per di più, ha creato un vortice infinito di tangenti e corruzione: il sistema MOSE!
Venezia è una città unica, certo, ma è al contempo un simbolo globale.
Vorremmo che la nostra città divenisse per due giorni la cassa di risonanza di tutte quelle lotte che oggi, in Italia e in Europa, sono condotte per la difesa dei territori, per la giustizia ambientale e per la democrazia decisionale.
Non mancano certo le opere inutili e dannose, ma non mancano nemmeno meravigliosi esempi di resistenza: ci si batte contro linee ferroviarie ad alta velocità, la costruzione di aeroporti, le trivellazioni e le industrie del petrolio, contro l’inquinamento del suolo, dell’aria, dell’acqua, contro la cementificazione del territorio, l’uso speculativo di terremoti e altre catastrofi, l’estrazione del carbone e l’industria mineraria e molto altro ancora. Ci si batte, quindi, di fatto, anche per un modello di sviluppo che tenga conto della giustizia climatica e per un’idea diversa di società, basata sul rispetto della volontà di chi abita i territori e non sul soddisfacimento degli appetiti di chi li vuole sfruttare a costo di distruggerli per profitto o calcolo politico.
Il 18 giugno abbiamo indetto un referendum popolare autogestito che in nove ore ha visto la partecipazione di oltre 18.105 persone: un successo clamoroso di cui hanno parlato tutti i media nazionali ed internazionali come esempio di democrazia diretta dal basso! 17.874 persone hanno votato SI all’estromissione delle grandi navi da crociera dalla Laguna e al divieto di nuovi scavi in Laguna.
Il 23 e il 24 settembre Vi aspettiamo dunque a Venezia per incontrarci, per confrontarci, per costruire una strategia comune, per agire, perché da qui può partire un nuovo ciclo europeo di lotte.

APPEAL TO EUROPEAN MOVEMENTS FOR THE DEFENCE OF TERRITORIES,
ENVIRONMENTAL JUSTICE AND DEMOCRACY
For more than a thousand years Venice has been the city symbol of the balance between Man and Nature; its magic comes from and lives in the extraordinary co-penetration of art and nature, stone and water, city and Lagoon. This fragile equilibrium is seriously threatened by the industry of mass tourism, of which the mega cruise ships are one of the worst aspects: over-sized polluting ships, dangerous for the safety of the city which is Unesco heritage. They are floating symbols of the arrogance of multi-national companies and of the corruption of a political class enslaved in the defense of private profit to the detriment of the common good.
But Venice is alive, quite differently from the wishes of the cruise companies, the Minister of Transport, Mr. Delrio, the Port Authorities and the Mayor, Mr. Brugnaro. Thanks to the Committee ‘No Grandi Navi’, the city has been fighting for many years against the passage of these monsters in the Lagoon – and ‘in the Lagoon’ is specifically emphasized – against the hypothesis of excavations in the Lagoon of new canals (imagine the construction of a motorway in a nature reserve.)
Institutional chaos is absolutely total! In these last few years several different projects have been presented which the Committee has opposed in every possible way; all these projects have been rejected by the VIA Commission (Environmental Impact Assessment). In spite of this, the Minister of Transport, the Port Authority and the Mayor insist on the presentation of two projects – absurd and devastating hypotheses aimed at keeping the mega cruise ships inside the Lagoon: the Vittorio Emanuele Canal project which foresees excavations so as to double the width and depth of an old canal dated 1925, abandoned more than thirty years ago , to allow the mega cruise ships to arrive, once again, within the city; and the project of new wharves for the mega cruise ships in the industrial area of Porto Marghera. There is also the hypothesis of a mixture of the two solutions just described.
Both projects would necessitate the excavation of more than six million cubic metres of polluted and polluting mud, the risk of chemical accidents with the passage of the mega cruise ships in zones (Port Marghera industrial area) subject to Civil Defense Plans and the Seveso Directives. Both projects interfere very negatively with the productive activities and the commercial port activities present in Porto Marghera and in the Malamocco-Marghera Canal. Both projects have already been presented in the past and were crushed by an oceanic torrent of negative expert, technical opinions given by several agencies and institutions. Both projects would trigger new and devastating effects in the truly delicate Lagoon eco-system.
The ‘No Grandi Navi’ Committee will oppose this umpteenth shame with all its strength, and – as always – will say Mega Cruise Ships Out of the Lagoon!!
Our Lagoon has already been involved in another useless and devastating Public Work which, moreover, created an unending vortex of bribes, rake-offs and corruption: the MOSE system!
Venice is a unique city, certainly, but at the same time it is a global symbol. We want our city to become the sounding box for two days of all those battles, in Italy and in Europe, which are being fought for the defense of territories, for environmental justice and democratic decisions. Most surely, useless and damaging works exist but also wonderful examples of resistance exist: the battles against the high-speed railway lines, the construction of airports, drilling and the petrol industries, against pollution of the ground, the air and water, against the cementation of the land, the speculative use of earthquakes and other natural disasters, the extraction of coal and the mining industry, and many others as well. The fight, therefore, is real, also for a model of development which keeps in mind climatic justice, for a different idea of society, one based on respect of the wishes of those who inhabit the territory and not on the satisfaction of the appetites of those who only want to exploit and destroy for profit or political return.
On 18th. June 2017 we held a popular referendum, organized by volunteers, which in only nine hours saw the participation of more than 18,105 people – a clamorous success – taken up by national and international media as an example of direct, grass-roots democracy! 17,874 people voted ‘SI’ to the banning of the mega cruise ships from the Lagoon, and to the banning of new excavations in the Lagoon.
The 23rd. and 24th. September, therefore, we shall be waiting for you in Venice, to meet you, to talk to you, to construct a common strategy, to act and react, because it is from here that a new European cycle of battles will begin.

APPELL EUROPEEN AUX MOUVEMENTS POUR LA DEFENSE DES TERRITOIRES, LA JUSTICE ENVIRONNEMENTALE ET LA DEMOCRATIE
Depuis plus de mille ans Venise est la ville symbole de l’équilibre entre les hommes et et la nature. Sa magie naît et vit dans l’extraordinaire harmonie entre artifice et natura, terre et eau, ville et Lagune
Cet équilibre très fragile est gravement menacé par l’industrie du tourisme massif et ces immenses paquebots, très polluantes, et dangereux pour la préservation d’une ville classée patrimoine mondiale de l’Unesco. Les paquebots sont le symbole de l’arrogance de multinationales et de la corruption d’une classe plotique cédée à la sauvegarde de profits privès au détriment du bien commun.
Venise est toutefois vivante, contrairement à ce que veullent les compagnies de croisière, le ministre des transports Del Rio, l’autorité portuaire et le maire Brugnaro.
De plusieurs années, les Venitiens se réunis avec le collectif “Comitato No Grandi Navi” pour se battre contre le transit des ces monstres à l’interieur de la Lagune et contre les projets de croisement et de développements des nouveaux canaux à l’interieuer de la Lagune même (il faut s’imaginer qu’on puisse batir une nouvelle autoroute dans une réserve naturelle).
Le chaos institutionnel est total! Depuis quelques annés plusieurs projet on été présentés. Tous entravés par le “Comitato” et rejetés par la Commission EIE (Estimation d’impact environnemental).
Malgré tout cela, le ministre des transports, l’autorité portuaire et le maire persistent dans la presentation de deux projets absurds et dévastateurs avec le but de garder les paquebots à l’interieur de la Lagune: 1) elargir et creuser le vieux Canal Vittorio Emanuele, daté au 1925 et inutilisé depuis plus de trente ans, pour permettre, encore une fois, aux paquebots d’arriver à l’interieur de la ville; 2) le projet de construction du nouveau port des croisière dans la zone industrielle de Porto Marghera.
Et aussi un trosième projet qui combine les deux décrits ci-dessus.
Le conséquences écologiques et humanies de ces deux projets sont très graves:
- creusement des plus de six million de mètres cubes de boues pollués et polluants;
- menace d’accidents chimiques avec le transit des navires dans les zones soumies à la protection civile et aux Directives Seveso;
- interférence négative pour les activités productives et portuaires commerciales de Porto Marghera;
- production de nouveaux effects devastatuers pour le très délicat écosystème de la Lagune.
En effet, les deux projets, présentés auparavant, ont été rejetés par nombreux espertises techniques negatives.
Contre ces projets le “Comitato” continue à s’opposer et à répéter: “Sortez, les paquebots de la Lagune!”
Notre Lagune a été deja compromise par un projet autant superflue et dommageable, celui du MOSE arrosé de corruption et de pots-de-vin.
Venise est une ville uniqe, et aussi un symbole mondial.
Rejoignez le “Comitato” le 23 et 24 semptembre 2017 pour que Venise devienne la caisse de résonance des luttes d’aujourd’hui, en Italie comme en Europe, pour protéger nos territoires, et obtenir justice environnementale et democratie.
S’il ne manque pas des travaux publiques superflues et dommageable, il ne manque pas non plus de merveilleux examples de resistence: contre le réseau ferroviaire à grande vitesse, la construction d’aéroports, le forage et l’industrie pétrolière, la pollution des sols, de l’aire et de l’eau et la dégradation du territoire avec son bétonnage effréné. Lutte contre l’exploitation du territoire après un tremblement de terre ou après d’autres catastrophes, l’extraction du charbon et l’exploitation minière et bien plus encore.
Lutte pour un nouveau modèle de développement qui tienne compte de la justice climatique et pour une idée différente de société, qui se fonde sur le respect des vouloirs de citoyens et non pas sur l’accomplissement des appétits des ceux qui veulent exploiter les territoires au prix du profit ou du calcul politique.
Le 18 juin le “Comitato” a organisé un référendum populaire autogéré. Le succes a été massif et immédiat. En neuf heures seulement, plus de 18.105 citoyens ont participé. Tous les media nationaux et internationaux ont parlé de cette journée comme exemple de démocratie directe. 17.874 citoyens on voté OUI à l’éviction des paquebots de la Lagune et à l’interdiction des nouveaux creusements et élargissements dans la Lagune.
Le “Comitato” vous attende le 23 et le 24 septembre à Venise pour se rencontrer, débattre des revendications et concevoir une stratégie. Ensemble nous serons plus forts. Commençons une nouvelle saison européenne de lutte et de mobilisation.

AUFRUF AN DIE EUROPÄISCHEN BÜRGERBEWEGUNGEN FÜR DIE VERTEIDIGUNG VON
TERRITORIEN, UMWELTGERECHTIGKEIT UND DEMOKRATIE
Seit mehr als tausend Jahren ist die Stadt Venedig ein Symbol für das Gleichgewicht zwischen
Mensch und Natur; ihre Magie entsteht und lebt von der außergewöhnlichen Verbindung
zwischen dem Künstlichen und der Natur, zwischen Stein und Wasser, zwischen Stadt und
Lagune.
Ernsthaft bedroht wird dieses fragile Gleichgewicht durch die Maschinerie des
Massentourismus; und einer ihrer schlimmsten Aspekte sind die Mega-Kreuzfahrtschiffe:
überdimensional große, umweltverschmutzende Schiffe, welche die Unversehrtheit der
UNESCO-Welterbe-Stadt bedrohen. Es sind schwimmende Symbole der Arroganz der
multinationalen Konzerne und der Korruption einer Politikerklasse, welche persönlichen Profit
über den Schutz des Gemeinguts stellt.
Aber Venedig lebt, im Gegensatz zu dem, wie die Kreuzfahrtgesellschaften, der
Verkehrsminister Del Rio, die Hafenbehörde und der Bürgermeister Brugnaro die Stadt gerne
hätten.
Seit vielen Jahren kämpft die Stadt mithilfe der Bürgerbewegung „Comitato No Grandi Navi –
Keine grossen Schiffe“ gegen die Durchfahrt dieser Monster durch die Lagune – mit besonderer
Betonung auf die gesamte Lagune – und gegen mögliche Grabungen neuer Kanäle in derselben
(vergleichbar mit dem Bau einer Autobahn in einem Naturschutzgebiet).
Bei den zuständigen Institutionen herrscht totales Chaos! In den letzten Jahren wurden
verschiedene Projekte vorgestellt, gegen die die Bürgerbewegung mit allen Mitteln opponiert
hat und die von der VIA-Kommission (Kommission zur Bewertung von Umweltauswirkungen)
allesamt abgelehnt worden sind.
Nichtsdestotrotz bestehen der Verkehrsminister, die Hafenbehörde und der Bürgermeister auf
der Präsentation zweiter Projekte – absurde und zerstörerische Hypothesen, deren Ziel es ist,
die Mega-Kreuzfahrtschiffe in der Lagune zu behalten: das Projekt Kanal Vittorio Emanuele, das
vorsieht, einen alten, seit mehr als 30 Jahren ungenutzten Kanal aus dem Jahr 1925 in doppelter
Breite und Tiefe auszuheben, um die Kreuzfahrtschiffe erneut in der Stadt ankommen zu lassen,
sowie ein Projekt für neue Anlegestellen für die großen Kreuzfahrtschiffe im Industriegebiet des
Hafens von Marghera. Zudem gibt es die Hypothese einer gemischten Lösung aus den beiden
oben beschriebenen Projekten.
Beide Projekte würden Grabungen von mehr als 6 Millionen Kubikmetern verunreinigtem und
umweltverschmutzendem Schlamm erfordern und bergen außerdem das Risiko chemischer
Unfälle durch die Durchfahrt der Kreuzfahrtschiffe durch Zonen (Industriegebiet des Hafens von
Marghera), die Zivilschutzplänen und der Seveso-Richtlinie unterliegen.
Beide Projekte hätten negative Auswirkungen auf gewerbliche und Handels-Geschäfte im Hafen
von Marghera und im Kanal Malamocco-Marghera.
Beide Projekte wurden bereits in der Vergangenheit präsentiert und von einer Riesenwelle
ablehnender Expertisen und Meinungen von Technikern verschiedenster Behörden und
Institutionen hinweggespült.
Beide Projekte würden neue zerstörerische Auswirkungen auf das empfindliche Ökosystem der
Lagune haben.

Die Bürgerbewegung „No Grandi Navi“ wird sich mit ganzer Kraft gegen diese neuerlichen
Schandtaten wehren und wie immer sagen: große Kreuzfahrtschiffe raus aus der Lagune!!
Unsere Lagune wurde bereits in ein anderes großes, unnützes und zerstörerisches, öffentliches
Bauvorhaben involviert, welches vor allem einen unendlichen Strudel an Bestechungsgeldern
und Korruption verursacht hat: das MOSE-System!
Venedig ist eine einzigartige Stadt, das steht fest; sie ist aber gleichzeitig auch ein globales
Symbol.
Wir wünschen uns, dass unsere Stadt für zwei Tage zum Resonanzboden wird für all jene
Widerstandskämpfe unserer heutigen Zeit, die in Italien und in Europa für die Verteidigung der
Territorien, für ökologische Gerechtigkeit und Basisdemokratie ausgefochten werden.
Es gibt mehr als genug unnütze und gefährliche Projekte, aber zugleich fehlt es auch nicht an
wundervollen Beispielen des Widerstands: gekämpft wird gegen HochgeschwindigkeitsBahnstrecken,
gegen den Bau von Flughäfen, gegen Bohrungen und die Erdölindustrie, gegen
Boden-, Luft- und Wasserverschmutzung, gegen die Zubetonierung der Landschaft, gegen die
spekulative Ausnutzung von Erdbeben und anderen Naturkatastrophen, gegen den Kohleabbau
und die Bergwerksindustrie und gegen vieles mehr.
Gekämpft wird also in der Tat auch für ein Entwicklungsmodell, welches Klimagerechtigkeit und
eine andere Vorstellung von Gesellschaft beinhaltet, welches den Willen der Bewohner der
betroffenen Gebiete respektiert und nicht nur die Profitgier und politische Berechnung
derjenigen, die diese Gebiete ausbeuten wollen und sie dadurch zerstören.
Am 18. Juni 2017 haben wir eine selbstorganisierte Volksabstimmung durchgeführt. In 9
Stunden haben mehr als 18.105 Personen teilgenommen: ein überwältigender Erfolg, über den
in allen nationalen und internationalen Medien berichtet wurde, als Beispiel für direkte
Basisdemokratie! 17.874 Personen haben mit Ja gestimmt für eine Verbannung der großen
Kreuzfahrtschiffe aus der Lagune und für ein Verbot neuer Grabungen in der Lagune.
Am 23. und 24. September erwarten wir Euch daher in Venedig, um uns zu treffen, uns
auszutauschen, eine gemeinsame Strategie zu entwickeln und um zu handeln, denn von hier
kann ein neuer europäischer Zyklus des Widerstand ausgehen.
